Tumwater regulates tree work under TMC Chapter 16.08, the tree and vegetation protection ordinance. The common residential exemption covers removal of not more than six trees from a parcel in three consecutive calendar years — but you must obtain a written letter of waiver from the community development department before any tree is cut, and the exemption does not apply to heritage trees, greenbelt areas, wetlands, or critical areas and their buffers. Dead, diseased, or hazardous trees are exempt after verification by the city tree protection professional, and each one cleared that way requires a replacement tree to be planted. The valley soils hold water through the wet season. A shallow-rooted conifer in saturated ground has far less anchorage than the same tree on a well-drained site, and a steady south wind against a full canopy does the rest. Trees on the slope edges are the ones worth watching.

A tree that has always grown at an angle is different from one that started leaning recently — the second is often a root failure in progress, and fresh soil heaving on the uphill side is the tell. Crown reduction or cabling can be the right answer on a healthy tree. Removal is not always the answer, and a good crew will tell you so.
